From Arrests to Achievements: Maxence Melo's Fight for Data Privacy in Tanzania

Maxence Melo, the Executive Director of JamiiForums, has been a prominent figure in advocating for data privacy and freedom of expression in Tanzania.

His journey has been marked by significant challenges, including multiple arrests and legal battles.

Melo's first arrest occurred in 2008, during a case involving the late former Prime Minister Edward Lowassa. At that time, Tanzania lacked a robust framework for data protection, making it difficult for Melo to navigate the legal landscape. Despite these challenges, he stood firm, invoking the Constitution’s provisions on the right to privacy and freedom of expression.

In 2016, Melo faced another arrest under the newly enacted Cybercrimes Act for refusing to disclose user information from JamiiForums. This led to a prolonged legal battle that lasted until November 2020.

His perseverance paid off in May 2022 when the Tanzanian government signed the Data Protection Act into law.
